How to use a Microsoft S.A.L
A SAL grants access to any number of Microsoft software instances. For example, if you have a Windows Server and want remote access for ten users, you must purchase 10 SALs. If you then buy a second VM with another Windows copy for the same ten users, you don't need additional SALs. Existing SALs cover as many Windows Servers as you provision, so adding servers costs only the VM's incremental price without extra server license fees.
